Create any number of tiers under Tier Pricing → Tiers - each one adjusts prices one of three ways: a signed percentage (-10 is 10% off, 5 is a 5% surcharge), a signed fixed amount (-5 takes 5.00 off every price), or specific prices per product, where you enter each product's exact tier price on its edit screen and everything else stays at the standard price.
Assign tiers four ways: a Customers page with WooCommerce customer search, the Users list (tier column, filter and bulk actions), the tier dropdown on any user profile, or a role map that gives a whole role a default tier. A direct assignment always beats the role default.
Every product gets a Tier pricing panel. Percentage and fixed tiers can inherit the tier rule, be excluded for that product, or use a custom rule with its own kind and amount; specific-price tiers show a simple field for that product's exact price. Variations follow their parent product, and variable price ranges adjust correctly.

Yes. Create a tier with the specific-prices-per-product kind, then open each product and type its exact price for that tier in the Tier pricing panel. Products you leave empty stay at the standard price. Percentage and fixed tiers can also override any single product with a custom rule or exclude it entirely.
Yes. The settings include a role map that gives every user of a role a default tier - for example map a wholesale customer role to your Wholesale tier. A direct per-customer assignment always beats the role default, and the Users list marks role-mapped users with a "(via role)" label.
No. Tier pricing applies only to logged-in customers that resolve to an active tier. Guests, customers without a tier, and admin screens always use standard prices, and prices can never drop below zero.
You choose in Settings: apply the tier adjustment to the sale price (the default) or skip tier pricing while a product is on sale. There is also a safety toggle so a tier can never charge more than the standard price, and rounding options to end adjusted prices in .95 or .99.
